BACKGROUND
This action will authorize the rejection of the single bid submitted by Agati, Inc. for Bid Package No. 5 - Soft Seating, Chairs and Carts due to a non-responsive, incomplete submittal, and of the two bids submitted by Putsi, Inc., dba Cultural Surroundings for Bid Package No. 10 - Shelving End Panels and Package and Bid Package No. 11 - Custom Fixed Shelving due to bids significantly exceeding available budgets and authorize three separate furniture and furnishings contracts with 1) Library Interiors of Texas, LLC., 2) WRG, LLC. dba Workplace Resource Group., and 3) Wilson Office Interiors, LLC., for the purchase and installation of furniture, furnishings, and equipment for the new Vickery Branch Library.
Deferral of this item would delay the completion date for the construction of this new library. This new facility is currently on-schedule for opening in November 2020. Awarding these three furniture contracts will ensure the delivery and installation of the long lead-time furniture and furnishings items for the Vickery Branch Library. The postponement of awarding these furniture contracts will increase project cost due to either inflationary factor or vendors requiring additional compensation for delayed implementation. As a result, the project will require re-scoping and/or additional value engineering to award within budget.
ESTIMATED SCHEDULE OF PROJECT
Begin Delivery and Installation September 2020
Complete Installation November 2020
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 24, 2018, City Council authorized a professional services contract with DSGN Associates to provide architectural, engineering and construction administration services for the new Vickery Meadow Branch Library, in the amount of $800,353.00 by Resolution No. 18-1488.
On June 26, 2019, City Council authorized the acceptance of a donation in the amount of $652,454.75 from the Friends of the Dallas Public Library, Inc. on behalf of The Crystal Charity Ball and the Estate of Freda Gail Stern, and authorized a construction contract award with Turner Construction Company for the construction of the Vickery Meadow Branch Library in the amount of $6,399,295 by Resolution No. 19-0988.
