Authorize a two-year service price agreement for emergency shelter services for the Office of Homeless Solutions - The Salvation Army a Georgia Corporation in the amount of $433,460.08, Bridge Steps in the amount of $340,779.47, Shelter Ministries of Dallas in the amount of $339,353.61, Family Gateway, Inc. in the amount of $258,079.85, and The Family Place in the amount of $128,327.00, most advantageous proposers of nine - Total amount not to exceed $1,500,000.01 - Financing: U.S. Department of Treasury - Coronavirus Relief Funds ($748,076.01), FY 2019-20 Emergency Solutions Grant Fund ($438,999.79), FY 2017-18 Emergency Solutions Grant Fund ($177,709.75), and FY 2018-19 Emergency Solutions Grant Fund ($135,214.46)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service price agreement will provide for emergency shelter services for the Office of Homeless Solutions (OHS). As a result of the COVID-19 pandemic, the award of these funds was originally delayed by OHS to assess impacts on services by the pandemic. Upon completion of the assessment OHS was then able to identify general fund dollars that could be added to the grant funds in order to create a more comprehensive approach to assisting homeless individuals while responding to the COVID-19 pandemic.
Organization receiving funds though this authorization provides shelter to men and women experiencing homelessness annually in the City of Dallas. These shelters serve individuals, to include chronically homeless, seniors (ages 60 and above), single adult men and women, youth (ages 18-24), veterans, and persons with mental and/or physical disabilities and families.
Each organization provides shelter, meals, showers, storage for personal belongings, and other basic needs. Care and case management services are also provided which includes health/behavioral health care coordination, jail diversion and reentry, income, and housing services - designed to help guests attain housing stability. Through multiple methods each awardee connects their guests with health/behavioral health care services, employment/income services, housing services, and short-term outplacement and follow-up or after-care services for persons placed in housing.
Award recommendations are being made based upon the following criteria:
• Average number of overnight stays since March 1, 2020
• Has operated continuously for at least one year as an overnight shelter
• Eligible to meet all Emergency Solutions Grant program requirements
Each awardee must input client-level data into the local Homeless Management Information System with applicable written consent. Agencies must also submit monthly financial reports (including supporting documentation) and performance reports (including demographic data, outputs, and outcomes), as well as an overview of accomplishments at year end, to the City. These reports are compiled at year end into the City’s annual report to the Department of Housing and Urban Development.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 26, 2018, City Council authorized an amendment to Resolution No. 17-1050, previously approved on June 28, 2017 to accept additional grant funds from the Texas Health and Human Services Commission for (Contract No. 2016-049507-001B, Amendment No. 2), to provide services to homeless individuals who have a mental illness, substance abuse use or co-occurring psychiatric disorder through the Healthy Community Collaborative Program for the period of September 1, 2018 through August 31, 2019; a private 1:1 cash match by the City, through its subcontractors; and execution of the grant agreement and all terms, conditions, and documents required by the grant agreement by Resolution No. 18-1380.

**Although the City conducted a solicitation based on an overall approach to emergency sheltering, due to the COVID-19 pandemic the scope of services was narrowed to focus on response to specific needs of the pandemic. Therefore, these are not being recommended for funding at this time. The Office of Homeless Solutions will conduct a new solicitation in the near future that better meets the capabilities of these organizations.
