BACKGROUND

 

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.  The City of Dallas intends to enter into an interlocal agreement with Dallas County that will reflect the equal cost sharing partnership between the City of Dallas and Dallas County.

 

This emergency service price agreement will provide for in-home COVID-19 testing for Dallas residents in response to COVID-19. Using a screening line, Dallas residents will be screened for COVID-19 symptoms at their residence, decreasing the risk of exposure to the public. If a resident has two out of three COVID-19 related symptoms an appointment will be scheduled for a medical assistant to perform a lab-based antigen test at their residence. Residents will be notified in 3-5 days of their results, if a resident tests positive this data will be reported to Dallas County Health and Human Services for further action as needed. The costs will be shared equally between the City of Dallas and Dallas County.

 

This service was procured utilizing emergency procurement guidelines which allow for the procurement of goods and services where routine bidding requirements cannot be followed.  Emergency procurements are exempt from competitive bidding under the City Charter and State Law.

 

On November 10, 2015, City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  This contract renewal option includes the most current living wage of $11.71.
