BACKGROUND

On August 24, 2016, City Council authorized a contract for the installation of water and wastewater mains at 14 locations to Atkins Bros. Equipment Co., Inc. by Resolution No. 16-1135. This action will authorize Change Order No. 1 to the construction services contract with Atkins Bros. Equipment Co., Inc. for the installation of a 30-inch diameter wastewater main by tunneling rather than conventional open cut trenching.

During construction in Goodnight Lane, unforeseen subsurface conditions related to soil instability were encountered. The contractor attempted to employ conventional measures to maintain trench safety and lateral soil stability in order to protect adjacent paving and property, and maintain access to adjacent businesses. Despite all conventional attempts, the contractor was not able to continue trenching without unacceptable safety risks, property damage, and business access limitations. The contractor has provided an acceptable proposal to change from open cut trenching to tunneling, which allowed the 30-inch pipeline to be installed and afforded more protection to adjacent property and infrastructure as well as improved access to adjacent businesses.
