SUBJECT

Title

Authorize a three-year service price agreement for the maintenance and repairs of pedestrian and roadway lighting for the Department of Transportation with the State of Texas through an interlocal agreement - Highway Intelligent Traffic Solutions, Inc. - Estimated amount of $1,340,006.51 - Financing: General Fund

Body

BACKGROUND

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as a guide rather than a cap on spending under the agreement, so that actual need combined with budget capacity will determine the amount spent under this agreement.

This service price agreement will allow the City to use a contractor through the interlocal agreement with the State of Texas to assist in the maintenance and repairs of the City of Dallas-owned pedestrian and roadway lighting. Currently Oncor maintains and repairs most of the non-metered and traditional lighting but excludes maintenance work on metered and specialty lighting. Oncor has informed the City that it plans to discontinue maintenance on non-Oncor street lights.

The proposed service price agreement will allow the Department of Transportation to supplement current resources to maintain approximately 20,000 lights currently owned by the City, as well as any new City-owned lights.

The Interlocal agreement is authorized by the Texas Government Code Chapter 791, Texas Local Government Code Chapter 271, Subchapter F, Section 271.102 which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
