BACKGROUND

 

Dallas Water Utilities (DWU) provides water to approximately 2.5 million residents in the City of Dallas and neighboring communities. DWU operates three potable water treatment plants - Bachman, Elm Fork, and East Side. The combined treatment capacity of these facilities is approximately 900 million gallons per day.

 

This action will authorize a professional services contract for the evaluation, design, and construction administration of high priority major maintenance improvements at each water treatment plant. As these treatment facilities and the associated equipment ages, regulatory requirements and operational conditions change, and technology improves, treatment facilities and equipment need to be rehabilitated or upgraded to ensure reliable and quality water service to our customers. Some of the major objectives of this project include SCADA control room and server improvements, process laboratory improvements, administrative building and treatment facility accessibility and safety improvements, chemical facility assessments and improvements, operational assessments and improvements, electrical and instrumentation equipment evaluations, upgrades and replacements. The engineer will make assessments in each area and complete designs for the highest priorities. Completion of these improvements will provide operational flexibility, enhance plant performance, decrease maintenance requirements, and ensure DWU continues to meet regulatory standards and operates safely to protect plant staff, customers, and surrounding neighborhoods.

 

The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.
