Authorize a construction contract for Wastewater Facilities Safety and Security Improvements at five facilities - Gadberry Construction Company, Inc., lowest responsible bidder of five - Not to exceed $6,645,900.00 - Financing: Wastewater Capital Improvement E Fund

BACKGROUND
Dallas Water Utilities (DWU) operates and maintains over 4,000 miles of wastewater pipelines, two wastewater treatment plants, and 15 wastewater pump stations valued at over $2.6 billion. In order to protect these assets, DWU has identified the need for security and safety improvements at several wastewater facilities. These security and safety improvements were identified in the 2010 Wastewater Facilities Strategic Plan and further defined by vulnerability assessments completed for multiple DWU wastewater facilities.
This action will authorize a construction contract to implement safety and security improvements at the following sites: Central Wastewater Treatment Plant, Southside Wastewater Treatment Plant, Cadiz Pump Station, and Wastewater Collections facilities located at 8915 Adlora Lane and 2545 Valleria Drive. The proposed improvements include the installation of new security access control panels, network cabinets, cameras, card readers and networking, as well as the installation of a new security access control server, video servers, workstations, and software. In addition, the project will include improvements to the existing railroad spur, perimeter fence repairs, and the replacement of 9,730 feet of fencing at the Central Wastewater Treatment Plant. The improvements will reduce security risks and vulnerabilities and ensure continued safety at DWU wastewater facilities.
Gadberry Construction Company, Inc. has had no contractual activities with the City of Dallas within the past three years.
