BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined treatment capacity of 280 million gallons per day. Central Wastewater Treatment Plant (CWWTP) is the largest of the two plants, located just south of downtown. CWWTP consists of two separate activated sludge treatment process trains, Complex A and Complex B, with blowers that deliver diffused air as part of the treatment process. Five single-stage centrifugal blowers currently supply diffused air to Complex A and Complex B, filter backwash and the post aeration process. The blowers were installed in 1987 and are reaching the end of their useful life along with many of the associated components and delivery system.
The aeration system is critical for wastewater treatment and meeting regulatory permit requirements. In order to remove organic solids from wastewater, a continuous supply of diffused air is required. The current configuration offers no redundancy, and given the age of the blowers and the difficulties associated with maintaining them, it is paramount to provide CWWTP with a new reliable aeration facility.
This action will authorize a contract for the construction of the Complex B Blower Facility with structural, architectural, mechanical, HVAC, plumbing, electrical and instrumentation components. The work also includes construction of a new 36-inch low pressure air pipe from the blower facility to the existing 42-inch low pressure air pipe, connection to existing piping, utility relocations, modifications to the air piping at Complex B Aeration Basins 1 through 4, installation of new valves, flowmeters, pipe supports, insulation, instrumentation and electrical components, and repair of air leaks at various locations including Complex A, existing 42-inch low pressure air pipe, and filter gallery. Lastly, the scope of this project also includes construction of an electrical loop that will provide power to the new facility.
Crescent Constructors, Inc. has had no contractual activities with the City of Dallas within the past three years.
