Authorize a professional services contract with Pacheco Koch Consulting Engineers, Inc. to provide engineering services for dredging improvements to restore stormwater storage capacity and basin functionality at eight locations within the city of Dallas (list attached to the Agenda Information Sheet) - Not to exceed $692,237.51 - Financing: Storm Drainage Management Capital Construction Fund ($573,802.51) and Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Funds) ($118,435.00)

BACKGROUND
In 2013, the City of Dallas completed a Comprehensive Dredge Management Plan to quantify dredging needs across the City. The plan identified ponds and lakes actively managed or included as floodway areas managed by the City or through agreements with homeowners’ associations. The plan determined that 100 sites including lakes, sumps, and retention/detention basins require maintenance dredging and these sites were subsequently classified as high, medium, and low priority based on associated flood risks.
The City of Dallas Water Utilities Department (DWU) and Dallas Parks and Recreation Department have subsequently identified funding to proceed with the dredging design of eight sites as the first phase of implementing recommendations from the Comprehensive Dredge Management Plan. This action will authorize a professional services contract with Pacheco Koch Consulting Engineers, Inc. to provide engineering services for the investigation, preliminary design, permitting, development of construction plans and specifications, bid phase services and construction observation for dredging improvements at these sites. The consulting firm was selected following a qualifications-based selection process in accordance with the City of Dallas Administrative Directive 4-5 procurement guidelines.
Dredging improvements will enhance stormwater storage capacity as part of the City’s flood management program and restore the original basin functionality. The eight sites include Kidd Springs Lake at West Canty Street, Fox Hollow Lake at 6198 Eagle Ford Drive, Acres/Grady Detention Basin at 10700 Trail Avenue, Keeton Park at 6800 Bruton Road, Lone Star Detention Basin at 2021 Postal Way, Bent Creek Detention Basin at 5200 Bentwood Trail, Twin Lakes at 7400 Campbell Road, and Fair Oaks Detention Basin at 7600 Fair Oaks Avenue. Funding for the design of Kidd Springs Lake is being provided by the Dallas Parks and Recreation Department. The remaining locations are being funded by DWU using Storm Drainage Management Funds.
