BACKGROUND

 

This action will authorize a service contract with Dalworth Restoration, Inc. for emergency restoration services provided at the Oak Cliff Municipal Center (OCMC) as a result of the internal failure of an electrical transformer that caused smoke damage to the facility.

 

On July 8, 2020, building staff discovered sparks and smoke coming from electrical equipment in the basement of the building and called 9-1-1.  Dallas Fire Rescue (DFR) responded and determined the source to be an electrical shortage or malfunction in a transformer.  Oncor disconnected the power to the building and DFR cleared smoke from the facility, later that afternoon allowing staff back into the building for assessment of damages and coordination of temporary electrical repairs and restoration services.

 

On July 8, 2020, Dalworth Restoration, Inc. began a site inspection for smoke damage and preparation for clean-up services.  Once power was restored to the building, Dalworth Restoration, Inc. began recovery efforts.  Dalworth Restoration, Inc. staff worked at OCMC from July 8th through July 13th, cleaning the structure and contents, carpets, equipment, and the heating and air conditioning ducts.  Dalworth Restoration, Inc. is certified through the Institute of Inspection Cleaning and Restoration Certification.

 

Texas Local Government Code Section 252.022 (a)(3) exempts procurements necessary because of unforeseen damage to public machinery, equipment, or other property from the procurement requirements of Chapter 252.
