BACKGROUND

The East Side Water Treatment Plant (ESWTP) was originally constructed in the 1960's and is the largest of Dallas Water Utilities' three water treatment plants. The treatment capacity has been expanded four times since the original construction and has a capacity of 540 million gallons per day. As such, the ESWTP supplies approximately half of the treated water delivered to City of Dallas customers and customer cities and is critical to maintaining an adequate and safe water supply.

On June 27, 2018, City Council authorized a construction contract with Archer Western Construction, LLC for a new front entrance, guardhouse, automatic gate system, security system and north perimeter fencing. This new entrance and the associated improvements bring the facility up to current Department of Homeland Security and American Water Works Association guidelines for secured entrances to critical infrastructure such as drinking water treatment plants.

This action authorizes Change Order No. 1 to the construction services contract for additional work identified during construction of the improvements. The major work includes the addition of a geogrid system and additional thickness in the entrance paving for improved durability over the original design to better withstand the heavy loading of chemical delivery trucks.
