BACKGROUND

 

On May 6, 2020, the City of Dallas advertised for bids for the Danieldale and Willoughby Parks - Playground Replacements. In response to the advertisement, the Office of Procurement Services received bids from four firms on May 29, 2020.  This action will award a contract for construction of playground replacements at Danieldale and Willoughby Parks to Henneberger Construction, Inc., lowest responsible bidder of four, in an amount not to exceed $379,700.00. Of the total contract award amount, $200,100.00 is for the Danieldale Park Playground replacement and $179,600.00 for the Willoughby Park Playground replacement. Funding for these playground replacements was included in the 2017 Bond Program. The National Recreation and Park Association awarded the City of Dallas a $25,000.00 grant toward the construction of the Danieldale Park playground.

 

The scope of work includes replacement of both playgrounds at Danieldale and Willoughby Parks, demolition of the existing obsolete playgrounds, construction of new playground edges, connecting walks, new playground surfacing, new sub-drainage systems, landscaping, irrigation, and providing Americans with Disabilities Act/Texas Department of Licensing and Regulation access to both playgrounds. The two playgrounds are within two miles of each other in Council District 8.

 

This action includes funding in the total amount of $33,782.60 that will be reprogrammed from the 2017 Bond Program, Council District 8 Discretionary Funds for Singing Hills Recreation Center Replacement to playground replacements at Danieldale Park in the amount of $5,000.00 and Willoughby Park in the amount of $28,782.60. The $33,782.60 represents project savings from the Singing Hills Recreation Center Replacement project.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On March 5, 2020, the Park and Recreation Board authorized the acceptance of a grant from the National Recreation and Park Association (NRPA) in the amount of $26,000.00 to be used for the purchase and installation and one unit of playground equipment for the period of March 20, 2020 through September 30, 2020, and a grant agreement with NRPA.

 

On March 25, 2020, the City Council authorized the acceptance of a grant from the National Recreation and Park Association (NRPA) Connecting to Communities Through Outdoor Play Grant Program in the amount of $26,000.00 for the purchase and installation of one unit of play equipment at Danieldale Park located at 500 West Wheatland Road for the period December 2, 2019 through June 30, 2020; receipt and deposit of funds in an amount not to exceed $26,000.00 in the NRPA-Danieldale Park Fund; establishment of appropriations in an amount not to exceed $26,000.00 in the NRPA-Danieldale Park Fund; and execution of a grant agreement and all terms, conditions, and documents required by the agreement by Resolution No. 20-0487.

 

On August 20, 2020, the Park and Recreation Board authorized reprogramming of funds in an amount not to exceed $33,782.60 from 2017 General Obligation Bond Funds originally allocated as Council District 8 Discretionary Funds for the Singing Hills Recreation Center Replacement to playground replacements at Danieldale Park in the amount of $5,000.00 and Willoughby Park in the amount of $28,782.60 and a construction contract for the construction of playground replacements at Danieldale Park located at 300 West Wheatland Road, in an amount not to exceed $200,100.00 and Willoughby Park located at 9000 Willoughby Boulevard, in an amount not to exceed $179,600.00, for a total amount not to exceed $379,700.00.
