BACKGROUND

On August 23, 2020, August 25, 2020, and August 26, 2020, due to the aforesaid weather-related event Greg Abbot, the Texas Governor, has issued disaster proclamations certifying that Hurricane Laura posed a threat of imminent disaster, including widespread and sever property damage, injury, and loss of life due to widespread flooding, storm surge, and damaging winds for 62 counties in Texas, including Dallas County. On August 24, 2020, the Texas Division of Emergency Management issued State of Texas Assistance Request 00-141377, activating the Dallas area shelter hub. Pursuant to the State of Texas Assistance Request issued by the Texas Division of Emergency Management as authorized through Texas Government Code Chapter 418, the State of Texas will reimburse the City of Dallas for 100 percent of eligible costs. As stated in Texas Government Code Chapter 418 Section 118, “the state shall reimburse the actual costs of providing assistance, including costs for personnel, operation and maintenance of equipment, damaged equipment, food, lodging, and transportation, incurred by the responding local government entity.”
