BACKGROUND

 

DAL-TECH Engineering, Inc. is a Dallas-based corporation, operating within the corporate city limits of Dallas, Texas.

 

On January 12, 2011, City Council authorized a professional services contract, No. 10-207E/208E with DAL-TECH Engineering, Inc. to provide engineering design services for the renewal of water and wastewater mains at 34 locations by Resolution No. 11-0187.

 

On August 24, 2016, City Council authorized Supplemental Agreement No. 1 to the professional services contract with DAL-TECH Engineering, Inc. for additional design services for paving, drainage, and water and wastewater main improvements in The Bottom Area by Resolution No. 16-1356.

 

On November 30, 2018, a request was received from the Department of Housing and Neighborhood Revitalization and the Planning and Urban Design Department to divide The Bottom Project into two phases for construction.

 

 

 

On May 22, 2019, City Council authorized the construction services contract with Muniz Construction, Inc. for the construction of street paving, drainage, and water and wastewater main improvements for The Bottom Phase 1 Project - North Denley Drive from Hutchins Avenue to Levee; North Moore Street from Hutchins Avenue to Levee; and May Hall Street from North Denley Drive to Moore Street by Resolution No. 19-0757.

 

This action will authorize Supplemental Agreement No. 2 to the professional services contract with DAL-TECH Engineering, Inc. for additional engineering design services of paving, drainage, and water and wastewater main improvements for The Bottom Phase II Project - Spark Street from Hutchins Avenue to Levee; Cleaves Street from Hutchins Avenue to Levee;  Hart Street from Canyon Avenue to Levee; and Connector #1 between Cleaves Street and Hart Street.

 

If this project is not awarded at this time, the project design will not proceed, and future construction will not be able to be awarded, thus potentially forfeiting future Community Development Block Grant (CDBG) funds scheduled for construction of the project.  If CDBG funds are not available for construction, it will not be financially feasible to move the project forward and the roadway condition within The Bottom will continue to deteriorate.
