BACKGROUND

The Stormwater Operations Division of the Dallas Water Utilities operates and maintains the City's drainage system that includes public creeks, rivers and associated infrastructure. This includes 11 storm drainage pump stations with a pumping capacity of 2.8 billion gallons per day, 1,963 miles of storm drainage pipes and 170 miles of earthen and concrete creek channels. A significant portion of stormwater operations and maintenance activities are performed from the facilities currently located at 2255 Irving Boulevard.

The facilities located at this site were constructed in the 1940's. They do not meet current City Codes, have reached the end of their service life, and have been on the replacement inventory list since 1995. Based on the condition assessment of these facilities they have reached their maximum life expectancy and have become a hazard to the supervisory control and data acquisition (SCADA) equipment and the employees. The roofs on two buildings are on the point of failure and cannot be safely maintained or repaired. The foundation is failing on the main building creating a tripping hazard in the main corridor and creating a risk to the adjacent sump channel.
