BACKGROUND

 

Dallas Water Utilities (DWU) has an existing 78 to 90-inch diameter wastewater interceptor that runs north and south between Woodall Rodgers Freeway and Stemmons Freeway, generally east of Dragon Street and along Market Center Boulevard.  The existing interceptor was built in the 1940’s and has been determined by internal assessments to be in very poor condition.  In addition, the existing main is located under several existing structures and future proposed buildings and has been identified for upsizing in master planning efforts.

 

DWU has completed engineering efforts to replace the existing interceptor in a new alignment roughly along and parallel to Riverfront Boulevard/Market Center Boulevard from Woodall Rodgers Freeway north to Stemmons Freeway Service Road.  This action will authorize a construction contract with Thalle Construction Co., Inc. for the replacement and upsizing of the existing 78 to 90-inch diameter wastewater interceptor and adjacent pipelines in need of replacement.  The contract will consist of the replacement and rehabilitation of approximately 15,385 feet of water and wastewater mains.  This includes the installation of approximately 10 feet of 6-inch, 20 feet of 8-inch, 1,080 feet of 12-inch, 10 feet of 16-inch, and 250 feet of 30-inch water mains, and approximately 2,390 feet of 8-inch, 100 feet of 10-inch, 790 feet of 12-inch, 670 feet of 18-inch, 30 feet of 24-inch, 20 feet of 42-inch, 100 feet of 48-inch, 200 feet of 54-inch, 380 feet of 60-inch, 60 feet of 72-inch, 1,730 feet of 84-inch, 10 feet of 96-inch, 5,210 feet of 104-inch, and 775 feet of 120-inch wastewater mains.  Also included is the rehabilitation of 1,550 feet of 78-inch wastewater main.

 

 

 

All of the pipelines targeted for replacement and rehabilitation on this contract are contributing to an increase in maintenance costs as well as service interruptions.  In particular, the existing 78 to 90-inch interceptor’s condition has deteriorated to the point that it’s structural integrity is compromised, and replacement is of the highest priority.  The installation and rehabilitation of the proposed segments will reduce maintenance costs and improve the capacity of the water and wastewater systems to accommodate for both near-term and long-term development of the area.
