BACKGROUND

 

Dallas Water Utilities owns and operates a 48-inch water transmission pipeline that provides treated water to several customers, including Irving and the Dallas-Fort Worth International Airport.  The existing pipeline was built in 1972 and is located within a 20-foot wide easement through Irving. Since being built, the area has been fully developed with residential improvements, including numerous fences, retaining walls, and backyard improvements. These private improvements, including some encroachments into the existing water pipeline easement, have resulted in insufficient accessibility for maintenance and operation of a portion of the pipeline.

 

The City of Dallas and the City of Irving have mutually determined that a section of the pipeline within the City of Irving should be relocated in the best interest of both Dallas and Irving customers. The pipeline between Ranchview Drive and Ranch Trail with the least amount of access will be relocated to the public right-of-way to improve maintenance and operational accessibility. An agreement between Dallas and Irving has been prepared and will be executed to address the scope of the project, project management responsibilities, project cost allocations, right-of-way provisions for protection of the pipeline, and communication requirements for future operation and maintenance of the pipeline by Dallas within Irving’s right-of-way.

 

 

 

 

 

This action will authorize an agreement between the City of Dallas and the City of Irving for the construction of the 48-inch water line relocation in Ranchview Drive and Ranch Trail within the city of Irving. Dallas has been responsible for the design and will manage the construction of the pipeline. Irving and Dallas have mutually agreed to share in the construction costs for the project based on the estimated remaining useful life of the pipeline. Irving will contribute 37 percent of the construction, construction administration, and construction material testing costs for the project as described in the Interlocal Agreement.

 

The total estimated project cost for construction, construction administration, and material testing costs is $3,136,344.00 of which $1,160,447.28 is to be funded by the City of Irving, and $1,975,896.72 funded by the City of Dallas.
