BACKGROUND

 

On August 7, 2019, the City of University Park (UP) City Council approved a schematic for transportation improvements along the stretch of Lovers Lane between Douglas Avenue to Lomo Alto Drive where the City of Dallas city limits adjoins UP city limits. The scope of the project includes multi-modal facilities improvements which necessitates improvements on along Lovers Lane within the city of Dallas city limits from Lomo Alto Drive to Lemmon Avenue. Dallas County in collaboration with the City of Dallas desire to maintain the multi-modal connectivity and system integration with the airport capital improvements covering pedestrian improvements along Lemmon Avenue including the intersection and crosswalks improvements at Bluffview Boulevard and Lemmon Avenue.

 

On April 26, 2019, the City of Dallas received a letter from Dallas County inviting the City to submit potential project proposals for the Major Capital Improvement Program (MCIP) 7th Call for Projects. In response to the letter, the City of Dallas submitted 45 project proposals by the October 18, 2019 deadline. Dallas County will provide half of the total project cost for the projects selected and eligible for transportation infrastructure improvements. The targeted timeframe for the project funding is Fiscal Year 2022-25.

 

Lovers Lane Corridor Study and construction improvements is among the projects evaluated and selected by Dallas County.

 

To accelerate the process, this action will allow the City of Dallas to perform the Lovers Lane Corridor Study which would consist of a complete corridor study and preliminary engineering for Lovers Lane from Lemmon Avenue to Lomo Alto Drive.

 

Currently, the City of Dallas is overseeing the construction implementation of the Bluffview Boulevard at Lemmon Avenue intersection with an estimated cost of $920,000.00 which includes re-alignment of the intersection and placement of new crosswalks that connects to the bus transit and pedestrian facilities at this location. In addition, the City will increase its total contribution to the Lovers Lane project by $100,000.00 to make the total city commitment equal to $1,020,000.00. This $100,000.00 increase will satisfy a match requirement for receiving $200,000.00 for the county’s participation for of the Lovers Lane  Project.

 

The second phase would be to complete the design and implement elements of the improvements should this project be selected by Dallas County’s MCIP 7th Call for Projects.
