Authorize the (1) acceptance of a COVID-19 Emergency Animal Care Grant from The Humane Society of the United States and Mars Petcare to be used for the In-Field Chipping Pilot Program and expenses resulting from the COVID-19 pandemic for the period September 23, 2020 through March 23, 2021 for the Department of Dallas Animal Services in the amount of $10,000.00; (2) receipt and deposit of funds in an amount not to exceed $10,000.00 in the HSUS COVID-19 Emergency Animal Care Grant Fund; (3) establishment of appropriations in an amount not to exceed $10,000.00 in the HSUS COVID-19 Emergency Animal Care Grant Fund; and (4) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Not to exceed $10,000.00 - Financing: Humane Society of the United States and Mars Petcare Grant Funds

BACKGROUND
This action will authorize a COVID-19 Emergency Animal Care Grant Agreement between The Humane Society of the United States, through the Mars Petcare, Better Cities for Pets program and the City of Dallas, Department of Dallas Animal Services (DAS).
DAS is committed to working to establish policies and practices that will ensure the ongoing success of our Return to Owner (RTO) Program in the COVID climate. However, due to building capacity limitations, DAS is no longer able to have residents bring their pets into our shelter for low cost microchipping, which is one of the primary drivers for our RTO program's success. This grant will support DAS' innovative in field microchipping program by allowing our Animal Service Officers to microchip loose owned pets in the field free of charge, as they reunite them with their owners.
