Title
Authorize (1) a five-year service contract for temporary information technology staffing for the Department of Information and Technology Services - 22nd Century Technologies, Inc. in the estimated amount of $10,356,490, most advantageous proposer of thirty-three; and (2) a five-year program to obtain specialized temporary information technology staffing through use of the approved vendor list procured by the Department of Information Resources and to enter into contracts with selected vendors in the estimated amount of $2,000,000 - Total estimated amount of $12,356,490 - Financing: Data Services Fund

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service contract provides temporary information technology (IT) staffing for the Department of Information and Technology Services (ITS) to assist with time sensitive and/or complex projects. Staff utilized under this contract have specific IT skills in areas which are needed to complete projects. This contract will also be used for temporary staffing for backfills and to support existing systems.
ITS will use the Department of Information Resources (DIR) to provide temporary IT professionals with specialized, "niche" skills when needed. The technical temporaries available through DIR have focused skills in specific areas which will augment current IT staff. Temporary staff contracted through DIR are intended to work on a limited basis for highly specialized assignments. When such specialized needs are identified, ITS will first verify the prime vendors under direct contract with the City are unable to meet the request. ITS will then request temporary staffing information and proposals from the DIR list of approved vendors and will select and contract with the company providing the best fit for the City.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Information and Technology Services (1)
• Fire-Rescue Department (1)
• Library (1)
• Office of Business Diversity (1)*
• Office of Procurement Services (1)*
*The Office of Procurement Services only evaluated cost and the Office of Business Diversity only evaluated the Business Inclusion and Development Plan.
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Capability and Expertise of the Proposer 40 points
• Cost to the City 30 points
• Approach and Methodology 15 points
• Business Inclusion and Development Plan 15 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors. Additionally, in an effort to secure more competition, the Office of Business Diversity sent notifications to chambers of commerce and advocacy groups to ensure maximum vendor outreach.
The Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $11.71; the selected vendors meet this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 22, 2014, City Council authorized a three-year service contract for temporary information technology professionals with EJES, Inc., Global Information Systems, Inc., and Sierra Infosys, Inc. by Resolution No. 14-1779.
On October 26, 2016, City Council authorized Supplemental Agreement No. 1 to increase the service contract for temporary information technology professionals with EJES, Inc., Global Information Systems, Inc., and Sierra Infosys, Inc. by Resolution No. 16-1729.
On February 28, 2018, City Council authorized a three-year service contract for temporary information and technology professionals with Sierra Digital, Inc. and Global Information Systems, Inc.; and a three-year program for temporary information technology professionals through Department of Information Resources by Resolution No. 18-0368.
