Authorize a ten-year service contract for maintenance and support of a parking guidance system at Dallas Love Field Airport for the Department of Aviation - Parking Guidance Systems, LLC, sole source - Not to exceed $1,019,285 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide maintenance and support of a parking guidance system at Dallas Love Field Airport. The Department of Aviation provides parking and information signage throughout the Dallas Love Field Airport. The parking guidance system allows real-time updates and information to passengers and City staff on the daily compacity of the airport parking garage and space availability. Also, this service coincides with the SKIDATA service agreement that collects the revenue data and software support.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $11.71; the selected vendor meets this requirement.
