Authorize the (1) acceptance of a Solid Waste Implementation Grant in the amount of $200,000.00 from the North Central Texas Council of Governments for the Dallas Park and Recreation Department Treecycling Project for Fiscal Year 2020-21; (2) establishment of appropriations in an amount not to exceed $200,000.00 in the Dallas ILA Treecycling Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $200,000.00 in the Dallas ILA Treecycling Grant Fund; and (4) execution of the Grant Agreement and all terms, conditions, and documents required by the agreement - Not to exceed $200,000.00 - Financing: North Central Texas Council of Governments Grant Funds

BACKGROUND
The North Central Council of Governments (NCTCOG) receives grant funding from the Texas Commission on Environmental Quality to administer the Solid Waste Program in the 16-county North Central Texas region. These funds are generated by landfill tipping fees to the 24 Councils of Government located in the state of Texas.
NCTCOG has awarded the maximum funding requested for its Solid Waste Implementation Grant of $200,000.00 to the Dallas Park and Recreation Department Treecycling Project. The project includes the purchase of one piece of equipment, a trommel, that would allow the Dallas Park and Recreation Department to divert approximately 1,000 tons of chipped tree material from the municipal landfill annually and to filter chips to be used for mulching at park properties.
