BACKGROUND

 

State law under Texas Administrative Code: Title 25, Part 1, Chapter 157, Subchapter A; Rule 157.2(56) requires a Medical Director, licensed physician who provides medical supervision to the Emergency Medical Service personnel of a licensed EMS provider or a recognized First Responder Organization under the terms of the Medical Practices Act (Occupations Code, Chapters 151 - 165 and rules promulgated by the Texas Medical Board. Also, referred to as off-line medical control. The Medical Director provides protocols for paramedics to follow and permits paramedics to operate under his/her license.

 

The Dallas Fire-Rescue Department (DFR) has for over 45 years provided 9-1-1 out-of-hospital EMS for the City of Dallas. DFR dispatches ambulances (“Rescues”), fire engines and trucks staffed by paramedics, EMT’s and First Responders to over 200,000 patients each year. Historically, medical direction and clinical oversight of the DFR’s EMS Program has been managed by the UT Southwestern Department of Emergency Medicine through the appointment of Medical Director and Associate Medical Directors contracted at set number of hours per week for under various program requiring medical direction.

 

The current contractual services include medical direction for the EMS, Mobile Community Health Program, RightCare Program, and Quality Management Program as required by Texas Department of State Health Services. Supplemental Agreement 2 will enable the expansion of the RightCare Program from one team to five teams.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 25, 2019, City Council authorized an Interlocal Agreement for Medical Director Services by Resolution No. 19-1493.

 

On April 22, 2020, City Council authorized a Supplemental Agreement No. 1 to the medical director services contract to add the required Quality Management Program by Resolution No. 20-0621.

 

City Council will be briefed by memorandum regarding this matter on September 14, 2020.
