BACKGROUND

The 2019 Point in Time count identified 1,452 unsheltered persons within the City of Dallas. With approximately 2,600 emergency shelter beds, the need far exceeds the capacity of the shelter system. During times of inclement weather, it is a matter of life and death for our vulnerable residents.

The purpose of Chapter 45 is to establish standards for the operation of temporary shelters during times of inclement weather by entities that assure compatibility of shelter activities with surrounding uses and provide a safe place for individuals and families overnight.

The new chapter will contain the process and procedure in which interested parties may participate, operate, and be permitted. The new chapter will (1) establish a temporary inclement weather shelter coordinator to oversee the program; (2) define key terms; (3) establish permit requirements; and (4) establish operational standards such as periods of operation, temperature and other weather conditions, required coordinated intake and assessment, and any potential spacing requirements from other temporary inclement weather shelters and overnight general-purpose shelter uses.
