BACKGROUND

 

On August 26, 2015, City Council authorized a professional services contract with Bridgefarmer & Associates, Inc. for the design of Dolphin Road from Spring Avenue to north of Haskell Avenue by Resolution No. 15-1556.

 

This action will authorize Supplemental Agreement No. 3 to the professional services contract with Bridgefarmer & Associates, Inc. for the additional engineering design to provide project management, additional detail to traffic control plans, roadway design revisions, water main design, construction duration preparation, printing costs, and construction phase services necessary to ensure that construction can be completed within the funding constraints of the project.

 

The Dolphin Road from Spring Avenue to north of Haskell Avenue Project is a partnership project between the City of Dallas and the Texas Department of Transportation (TxDOT) for the design and construction of paving and drainage improvements.  The project scope will include the reconstruction of the existing four-lane undivided roadway to a four-lane divided roadway with concrete pavement, curb, gutter, sidewalk, crosswalks, drive approaches, drainage system, water and wastewater main, traffic signal, signage, pavement markings, and lighting improvements. The total estimated design cost of the project is $712,515.24, of which $570,012.19 is to be reimbursed by federal funds through TxDOT and the remaining $142,503.05 is to be funded by the City of Dallas.  The City will be responsible for any cost overruns.

 

This project is needed to reduce traffic congestion, eliminate cut-through traffic into the neighborhood, and improve pedestrian safety, by providing traffic signal improvements, and creating a median with refugee islands and a Hawk signal.

 

If this action is delayed or deferred, it would delay the implementation of the Dolphin Road from Spring Avenue to north of Haskell Avenue Project, thus delaying implementation of planned improvements by Dallas Water Utilities within the project limits. The design and construction of this project are funded in part by federal funds. If this design Supplemental Agreement No. 3 is not approved at this time, it will delay the implementation of the project and jeopardize the federal funds that have been allocated.  It would be unfeasible for the City to proceed with this project without federal funds. If the project is not constructed, the City will be required to pay back the federal funds that have already been expended.

 

 Bridgefarmer & Associates, Inc. was founded in 1976 in Dallas, Texas and their current corporate headquarters is in Dallas, Texas.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 27, 2015, City Council authorized the termination of the existing Interlocal Agreement with TxDOT for the Dolphin Road (Hatcher Street) Project from Spring Avenue to North Haskell Avenue, previously approved on January 8, 1997, by Resolution No. 97-0098 and authorized a Local Transportation Project Advance Funding Agreement between the City of Dallas and TxDOT for the design and construction of paving improvements to the Dolphin Road (Hatcher Street) from Spring Avenue to north of Haskell Avenue Project by Resolution No. 15-0965.

 

 

On August 26, 2015, City Council authorized a professional services contract with Bridgefarmer & Associates, Inc. for design of the Dolphin Road (Hatcher Street) from Spring Avenue to north of Haskell Avenue Project by Resolution No. 15-1556.

 

On September 13, 2017, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Bridgefarmer & Associates, Inc. to provide additional engineering services for the Dolphin Road (Hatcher Street) Project from Spring Avenue to north of Haskell Avenue by Resolution No. 17-1428.

 

On August 8, 2018, City Council authorized an additional payment to TxDOT for the City's share of estimated direct state costs for the construction oversight of the Dolphin Road (Hatcher Street) Project from Spring Avenue to north of Haskell Avenue by Resolution No. 18-1029.
