Authorize (1) an increase in the construction services contract with Phoenix I Restoration and Construction, Ltd. for the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park for additional scope of work including plumbing repairs, electrical repairs, landscaping, urn replacement, improvements to site paving and other miscellaneous work; and (2) an increase in appropriations in an amount not to exceed $42,552,30 in the Fair Park Capital Reserves Fund - Not to exceed $246,251.55, from $10,440,442.84 to $?10,686,694.39? - Financing: Fair Park Improvements (C) Fund (2017 General Obligation Bond Funds) ($203,699.25) and Fair Park Capital Reserves Fund ($42,552.30)?????????????

BACKGROUND
The original scope of work, authorized oOn September 11, 2019, City Council authorized a construction contract that consisted of renovation and repairs to the Hall of State Building at Fair Park, constructed in 1935-1936, by Resolution No. 19-1414. The work included dehumidification of the building, drainage improvements, repairs to and cleaning of the building and site masonry, waterproofing to exterior walls below grade, painting, restoration of doors and windows, restoration of exterior light fixtures and site furniture, landscaping, and improvements to the accessible route and building access.
From December 5, 2019 through June 10, 2020, there has been various Change Orders executed for increased scope of work to the construction services contract with Phoenix I Restoration and Construction, Ltd. On August 19, 2020, Change Order No. 6 was for a decrease in the construction services contract in the amount of ($424.43), decreasing the contract amount from $10,440,867.27 to $10,440,442.84.
