Title
Authorize (1) an increase in the construction services contract with Phoenix I Restoration and Construction, Ltd. for the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park for additional scope of work including plumbing repairs, electrical repairs, landscaping, urn replacement, improvements to site paving and other miscellaneous work; and (2) an increase in appropriations in an amount not to exceed $42,552,30 in the Fair Park Capital Reserves Fund - Not to exceed $246,251.55, from $10,440,442.84 to $10,686,694.39 - Financing: Fair Park Improvements (C) Fund (2017 General Obligation Bond Funds) ($203,699.25) and Fair Park Capital Reserves Fund ($42,552.30)

BACKGROUND
The original scope of work, authorized oOn September 11, 2019, City Council authorized a construction contract that consisted of renovation and repairs to the Hall of State Building at Fair Park, constructed in 1935-1936, by Resolution No. 19-1414. The work included dehumidification of the building, drainage improvements, repairs to and cleaning of the building and site masonry, waterproofing to exterior walls below grade, painting, restoration of doors and windows, restoration of exterior light fixtures and site furniture, landscaping, and improvements to the accessible route and building access.
From December 5, 2019 through June 10, 2020, there has been various Change Orders executed for increased scope of work to the construction services contract with Phoenix I Restoration and Construction, Ltd. On August 19, 2020, Change Order No. 6 was for a decrease in the construction services contract in the amount of ($424.43), decreasing the contract amount from $10,440,867.27 to $10,440,442.84.
Change Order No. 1 was authorized by City Council on December 5, 2019.
On March 18, 2020, Administrative Action No. 20-0416 authorized Change Order No. 2 to add increased scope of work to the construction services contract, in an amount not to exceed $48,892.25, from $9,734,960.00 to $9,783,852.25.
Change Order No. 3 was authorized by City Council on April 22, 2020.
Change Order No. 4 was authorized by City Council on May 13, 2020.
On June 10, 2020, Administrative Action No. 20-0688 authorized Change Order No. 5 to add increased scope of work to the construction services contract, in an amount not to exceed $40,875.71, from $10,399,991.56 to $10,440,867.27.
On August 19, 2020, Administrative Action No. 20-1069 authorized Change Order No. 6 for a decrease in the construction services contract, in the amount of ($424.43), from $10,440,867.27 to $10,440,442.84.
This action will authorize Change Order No. 7 to the construction services contract with Phoenix I Restoration and Constriction, Ltd. for additional scope of work for the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park in an amount not to exceed $246,251.55, from $10,440,442.84 to $10,686,694.39. The additional scope of work includes plumbing repairs, electrical repairs, landscaping, replacement of decorative cast stone urns, improvements to site paving for compliance with the Americans with Disabilities Act as well as restoration of various elements in the main entrance vestibules.

On September 11, 2019, City Council authorized a contract with Phoenix I Restoration and Construction, Ltd. for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park by Resolution No. 19-1414.
On December 5, 2019, the Park and Recreation Board authorized Change Order No. 1 to the construction services contract with Phoenix I Restoration and Construction, Ltd. to add increased scope for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park.
On January 8, 2020, City Council authorized Change Order No. 1 to the construction services contract with Phoenix I Restoration and Construction, Ltd. to add increased scope for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park by Resolution No. 20-0134.
On March 5, 2020, the Park and Recreation Board authorized Change Order No. 2 to the construction services contract with Phoenix I Restoration and Construction, Ltd. for additional scope for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park.
On April 22, 2020, City Council authorized Change Order No. 3 to the construction services contract with Phoenix I Restoration and Construction, Ltd. to add increased scope for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park by Resolution No. 20-0635.
On May 7, 2020, the Park and Recreation Board authorized Change Order No. 4 to the construction services contract with Phoenix I Restoration and Construction, Ltd. for additional scope for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park.
On May 13, 2020, City Council authorized Change Order No. 4 to the construction services contract with Phoenix I Restoration and Construction, Ltd. to add increased scope for the construction of the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park by Resolution No. 20-0751.
On October 1, 2020, the Park and Recreation Board authorized an increase in the construction services contract with Phoenix I Restoration and Construction, Ltd. (Change Order No. 7) for the Hall of State Restoration Project located at 3939 Grand Avenue in Fair Park for additional scope of work including plumbing repairs, electrical repairs, landscaping, urn replacement, improvements to site paving and other miscellaneous work.
