Authorize an amendment to the Cultural Organizations Program contracts approved and executed last year for the period October 1, 2019 through September 30, 2020, to: (1) revise each organization’s scope of services to reflect their new capacity and capability to perform arts and culture services for the residents and visitors of Dallas; and (2) reduce the contract amounts by 8 percent for each organization authorized by Resolution No. 19-1588, previously approved on October 8, 2019, to reflect the reduction in services that were provided due to the impact of COVID-19 and related government restrictions to ensure public health - Not to exceed ($384,954.00), from $4,811,910.00 to $4,426,956.00 - Financing: General Fund

BACKGROUND
The Cultural Organizations Program (COP) provides funding for cultural services with established Dallas-based non-profit cultural organizations to support an array of programs that include concerts, plays, exhibitions, performances, workshops, and other cultural services, including virtual cultural services, over a twelve-month period. The Office of Arts and Culture (OAC) reviewed proposals from cultural organizations and applied objective administrative scoring per the revised program guidelines, which were approved by City Council in June 2020. Proposals and scores were analyzed by the Allocations Committee of the Arts and Culture Advisory Commission. Taking into account equity, administrative scoring, and organization budget size the Allocations Committee met three times over the summer and developed a funding recommendation unanimously approved by this standing committee. This recommendation was subsequently unanimously approved by the full Arts and Culture Advisory Commission in August.
The FY 2019-20 Cultural Organizations Program funding allocation was originally approved by City Council on October 8, 2019 (Resolution No. 19-1588). Under this resolution, a total not to exceed $4,811,910.00 was approved to be allocated among 34 Dallas-based arts and culture organizations.
COVID-19 and related government restriction to ensure public health have negatively impacted the ability of Dallas-based arts and culture organizations to fully perform the anticipated services as previously approved for contract by City Council. Many organizations continued to provide alternative services via virtual media outside of their contracted scope of services.
Under this amendment, the Office of Arts and Culture will revise the organizations’ scope of services to reflect their new capacity and capability to perform arts and culture services for the residents and visitors of Dallas (Exhibit A). The amendment will also adjust funding amount per organization to not exceed 92% of the originally approved resolution due to the decrease in services provided (Exhibit B).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 8, 2019, City Council approved Resolution No. 19-1588, which authorized the execution of contracts with cultural organizations for the provision of services to the City through the Cultural Organizations Program for the period October 1, 2019 through September 30, 2020, in an amount not to exceed $4,811,910.00.
On August 13, 2020, the Arts and Culture Advisory Commission was briefed of FY 2019-20 Cultural Organizations Program contract amendments to revise the scope of services and reduce contracted amounts for the program by 8% due to COVID-19 impacts.
