Authorize an amendment to Resolution No. 20-1429, previously approved on September 23, 2020 for contracts related to medical and protective supplies due to COVID-19 with (1) Dallas Symphony Association; (2) Dallas Museum of Art; (3) Dallas Center for the Performing Arts Foundation; (4) Dallas County Heritage Society; (5) Dallas Black Dance; and (6) Sammons Center for the Arts to (a) expand COVID-19 related eligible expenses to also include, but not limited to capital expenditures (i.e. COVID-related facility improvements such as touchless toilets, sinks, paper towel dispensers, Heating, Ventilation, and Air Conditioning system updates etc.), training, social distancing equipment, and related expenses; and (b) allow eligible expenses to include costs incurred between March 1, 2020 to December 30, 2020 - Financing: No cost consideration to the City

BACKGROUND
On September 23, 2020, City Council authorized contracts to the Dallas Symphony Association, Dallas Museum of Art, Dallas Center for the Performing Arts Foundation, Dallas County Heritage Society, Dallas Black Dance Theatre, and Sammons Center for the Arts in a total amount not to exceed $950,000.00, by Resolution No. 20-1949.
The Office of Arts and Culture (OAC) and partner organizations assessed the various facilities' needs and initial estimates for the COVID-related public health needs at City-owned, partner-managed cultural venues exceeded $2.5 million. OAC recommended distributing $1 million dollars to organizations that managed city-owned facilities under OAC's authority.
