BACKGROUND
The Elm Fork Water Treatment Plant located in Carrollton, Texas, is the second largest of three water treatment plants serving customers of the City of Dallas. On May 10, 2017, City Council authorized a contract for the construction of a new residuals handling facility at the Elm Fork Water Treatment Plant by Resolution No. 17-0764. Residuals are a normal by-product of the drinking water treatment process and consist of solids removed from the source water by the addition of coagulants and a sedimentation process.
The residuals handling facility project includes the construction of a new residuals pump station and transfer lines as well as gravity thickeners, chemical feed systems, mechanical piping, and site grading. The improvements were recommended by the 2010 Water Quality Study and are part of the Elm Fork Water Quality Improvements Program. Upon completion, the project will improve the overall efficiency of the solids handling process, reduce the use of raw water, and allow for the implementation of the remaining water quality projects. On June 26, 2019, City Council approved Change Order No. 1 to the contract which included additional chemical feed improvements, the cleaning of a 54-inch diameter pipeline to facilitate rehabilitation, chlorine scrubber improvements and tank repairs, utility relocations due to conflicts, control system modifications, and additional pier drilling due to unforeseen site conditions.
This action will authorize Change Order No. 2 to the contract with Archer Western Construction, LLC for additional work identified during construction of the residuals handling facility. The major work includes installation of riprap, handrail, hydroseeding, and fencing at the disposal area, modifications to the chemical building heating, ventilation, and air conditioning system, relocation of the phosphate storage tanks, modification of the valve vault sump pump control panels, and the purchase of six sludge blanket monitors for the gravity thickeners. Other work associated with this change order includes the purchase of twelve caps for the 54-inch pipe, the rerouting of 4-inch sump pump discharge lines, the installation of a secondary liner for chemical containment, the addition of 196 days to complete the contract due to weather delays, and other miscellaneous improvements necessary for future operation and maintenance of the residual handling facilities.

On June 26, 2019, City Council authorized Change Order No. 1 to the contract with Archer Western Construction, LLC for the construction of a new residuals handling facility at the Elm Fork Water Treatment Plant by Resolution No. 19-1035.
