BACKGROUND

 

On August 8, 2020, the City of Dallas and the Texas Department of Transportation (TxDOT) advertised for bids for the Trinity Strand Trail - Phase II Project from the Dallas Area Rapid Transit (DART) Inwood/Love Field Station located at 2720 Inwood Road to Turtle Creek Boulevard.  In response to the advertisement, the Office of Procurement Services received bids from five firms on August 21, 2020.

 

This action will award a construction contract to RoeschCo Construction, Inc. for the construction of the Trinity Strand Trail - Phase II Project located from the DART Inwood/Love Field Station located at 2720 Inwood Road to Turtle Creek Boulevard. This project was included in the 2012 Bond Program. This project also received Transportation Alternatives Set-Aside (TASA) funding from North Central Texas Council of Governments (NCTCOG) in 2017, which is a federally funded grant administered by TxDOT.

 

The scope of work includes construction of the 12-feet wide multi-use trail from DART Inwood/Love Field Station, south along the DART Rail line, then along Medical District Drive, Inwood Road and Market Center Boulevard, all within existing City of Dallas right-of-way, connecting to the existing Trinity Strand Trail (Phase I) at the intersection of Market Center Boulevard and Turtle Creek Boulevard.  In addition to the trail, the project includes new signalization with pedestrian/cycling enhancements at Interstate Highway 35 East and Market Center, Market Center and Inwood Road, Inwood Road and Medical District Drive, Medical District Drive and Gunther, and the two intersections at Inwood Road and the DART Station. NCTCOG awarded the City of Dallas $5,000,000.00 in TASA funding to be used in the construction of the Trinity Strand Trail - Phase II, as a part of the 2017 call for projects.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 2, 2015, the Park and Recreation Board authorized a professional services contract with Pacheco Koch Consulting Engineers, Inc. for landscape architectural and engineering services.

 

On August 12, 2015, City Council authorized a professional services contract with Pacheco Koch Consulting Engineers, Inc. for civil engineering, land surveying and landscape architectural services for the design and construction for the Trinity Strand Trail, Phase II located between Interstate Highway 35 at Oak Lawn Avenue to the Inwood DART Station by Resolution No. 15-1384.

 

On August 17, 2017, the Park and Recreation Board authorized Supplemental Agreement No. 2 to the professional services contract with Pacheco Koch Consulting Engineers, Inc. to add scope of work associated with the Trinity Strand Trail Phase II from Turtle Creek Plaza to the Inwood Road DART Station.

 

On September 20, 2018, the Park and Recreation Board authorized an Advance Funding Agreement with the Texas Department of Transportation for a Transportation Alternatives Set-Aside Program Project (Agreement No. CSJ 0918-47-205, CFDA No. 20.205) to accept funding, for construction of the Trinity Strand Trail - Phase II Project, in the amount of $5,000,000.00.

On October 24, 2018, City Council authorized an Advance Funding Agreement with the Texas Department of Transportation for a Transportation Alternatives Set-Aside Program Project (Agreement No. CSJ 0918-47-205, CFDA No. 20.205) to accept funding for construction of the Trinity Strand Trail - Phase II Project, in the amount of $5,000,000.00, by Resolution No. 18-1521.

 

 

On June 26, 2020, City Council authorized Amendment No. 1 to the Advance Funding Agreement with the Texas Department of Transportation for the Trinity Strand Trail - Phase II Project (Agreement No. CSJ 0918-47-205, CFDA No. 20.205), previously approved on October 24, 2018, by Resolution No. 18-1521 to revise the funding agreement amount from $7,074,496.00 to $7,434,427.00 and an increase in the amount of $160,784.00 for review, inspection and oversight of construction activities; thereby increasing the total project amount from $7,434,427.00 to $7,595,211.00, by Resolution No. 19-1030.

 

October 1, 2020, the Park and Recreation Board authorized a construction contract with RoeschCo Construction, Inc. for the construction of the Trinity Strand Trail - Phase II Project from the Dallas Area Rapid Transit Inwood/Love Field Station located at 2720 Inwood Road to Turtle Creek Boulevard.
