BACKGROUND
On October 20, 2019, a tornado destroyed Fire Station No. 41 located at 5920 Royal Lane Due to the extent of the damages, the remainder of the building was demolished, and a new replacement facility is currently in the process of being built. The demolition of this fire station has required Dallas Fire-Rescue (DFR) to temporarily double up staff at other fire stations. In order to provide service to citizens within the required response times to calls covered by Fire Station No. 41, it is necessary to build a temporary fire station near the damaged station that can be used until the replacement fire station construction is completed. JQ Infrastructure, LLC. was selected following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines.
This action will authorize a professional services contract with JQ Infrastructure, LLC to provide engineering design for the temporary Fire Station No. 41 facility. Scope of services under this contract will include surveys, design development, and construction documents.
Deferral of this item will delay the project’s start and completion date, which will continue to negatively impact response times for the Fire Station No. 41 service area. Fire Station No. 41 provides crucial fire and rescue services to the citizens of Dallas. DFR plans to use this temporary site at 5807 Royal Lane to provide life and safety services until the replacement station is built.

On September 23, 2020, City Council authorized an ordinance for zoning case Z190-261(AU) granting a Specific Use Permit for a fire station use on property zoned an R-16(A) Single Family District, on the northeast corner of Royal Lane and Dallas North Tollway for a three year period by Resolution No. 20-1690.
