BACKGROUND
Harlandale Avenue from East Ohio Avenue to East Illinois Avenue was requested by property owner petition and accepted on August 3, 2016. South Ewing Avenue from Sleeth Street to East Ann Arbor Avenue was requested by property owner petition and accepted on June 16, 2017. The streets mentioned above were included in the 2017 Bond Program under the category of Street Petition Projects.
On January 9, 2019, City Council authorized a professional services contract with CP&Y, Inc. for the engineering design of Street Petition Group 17-4003, by Resolution No. 19-0079.
This action will authorize the project, partial payment of costs by assessment, and a benefit assessment hearing. The improvements will consist of constructing 26-foot wide concrete pavement with curb, sidewalk, drive approaches, and storm drainage system improvements.
The paving assessment process requires the following three steps:
1. Authorize paving improvements
2. Authorize a benefit assessment hearing
3. Benefit assessment hearing, ordinance levying assessments and authorize contract for construction
These actions are the first and second steps in the process.
