BACKGROUND

On June 12, 2019, City Council authorized a professional services contract with Garver, LLC for the engineering design of three storm drainage improvement projects at Coombs Creek adjacent to 1641 Junior Drive, Lisbon Area C, and Pleasant Branch. In the course of performing engineering efforts to replace a failed section of storm sewer outfall and box culvert near 1641 Junior Drive, a visual inspection of the drainage tunnel further upstream was conducted. Portions of the existing 8-foot wide horseshoe drainage tunnel were found to be in poor condition with evidence of infiltration, corrosion, and degradation of the concrete material.

Dallas Water Utilities in consultation with Garver, LLC has determined that portions of the existing Kidd Springs Drainage Tunnel require repair or rehabilitation to ensure continued service and required drainage conveyance for the area. This action will authorize a supplemental agreement to the existing professional services contract to fully evaluate the tunnel and determine the most effective repair and rehabilitation strategy. The section of tunnel to be addressed runs generally under Junior Drive from West Greenbriar Lane to Kessler Parkway Park and was originally constructed in the 1930s. The...
