Body
BACKGROUND
On April 24, 2019, City Council authorized a professional services contract with Dannenbaum Engineering Company-Dallas, LLC for Storm Drainage Contract No. 4. Storm drainage system upgrades between Throckmorton Street and Knight Street were expected to relieve localized flooding and property damage and engineering services for these upgrades were included in the original contract. During the course of engineering evaluations, the consultant engineering firm determined that a large drainage area east of the Dallas North Tollway and outside the scope of the original contract was contributing significant overland runoff to the area. The area was found to have an undersized drainage system and improvements in the Throckmorton and Knight area alone would not address localized flooding.
In order to properly address localized flooding and property damage, it is necessary to upgrade existing storm sewer trunk lines, laterals, and inlets upstream of the target area. This action will authorize a supplemental agreement to the existing professional services contract for additional hydraulic modeling, preliminary design, and the development of construction plans and specifications for upstream drainage improvements to resolve existing flooding issues. Additionally, design services are included for the replacement of existing 4-inch and 6-inch water lines in Rawlins Street and Knight Street to facilitate storm drainage improvements and upgrade additional substandard infrastructure in the project footprint.
