BACKGROUND

 

In an effort to curtail prostitution-related activities and trafficking of persons, the Dallas Police Department seeks to prohibit cruising in targeted streets in the Harry Hines Boulevard corridor (portions of Shady Trail, Harry Hines Boulevard, Walnut Hill Lane, and Southwell Road). The Dallas Police Department Vice Unit has seen a major increase in vehicle and foot traffic in the Harry Hines Boulevard corridor in 2020. Between January and July 2020, there have been 88 arrests made during prostitution decoy operations in the Harry Hines Boulevard corridor.

 

The enforcement hours for this amended section would be from 4:30 p.m. to 8:00 a.m., seven days a week, which would be less burdensome to the local population and businesses in the area conducting legitimate business. The proposed amendment would include the streets listed below.
