Authorize a construction contract for the installation of erosion control and storm drainage improvements at eight locations (list attached to Agenda Information Sheet) - Stoic Civil Construction, Inc., lowest responsible bidder of five - Not to exceed $4,522,689.50 - Financing: Flood Control (D) Fund (2017 General Obligation Bond Funds) ($3,161,623.50), Storm Drainage Management Capital Construction Fund ($879,875.00) and Flood Protection and Storm Drainage Facilities Fund (2006 General Obligation Bond Funds) ($481,191.00)

BACKGROUND
Stream banks located along various properties are experiencing severe erosion and need to be stabilized to protect existing structures and critical infrastructure. Engineering solutions have been completed for eight locations experiencing severe erosion and one location with a failed box culvert. This action will authorize a construction contract with Stoic Civil Construction, Inc. to implement engineering solutions to address critical erosion at these locations and fix the failed box culvert at Coombs Creek and Junior Drive.
The project improvements consist of the installation of gabion walls and mattresses for erosion control at the following eight locations: Coombs Creek - Along N. Plymouth Road from N. Hampton Road to W. Davis Street, 3335 Kiest Hill Drive, 6521/6629/6637/6729 Putting Green Drive, 6760 Talbot Parkway, 1122 Pentagon Parkway, 3100 Urban Avenue, 10720 and 10726 Meadowcliff Lane, and the Coombs Creek Storm Drain Outfall at Junior Drive. In addition, the existing box culvert outfall at Coombs Creek and Junior Drive will be replaced and extended to address a failed section impacting the stability of the adjacent trail and an existing wastewater pipeline. Construction of the proposed gabion walls and mattresses will address critical erosion at these locations, protecting residential structures and other public infrastructure.
Stoic Civil Construction, Inc. has had no contractual activities with the City of Dallas within the past three years.
