Authorize a five-year cooperative purchasing agreement for heavy equipment preventative maintenance and repairs for the Department of Public Works with Kirby-Smith Machinery, Inc. through the Texas Association of School Boards cooperative agreement - Estimated amount of $104,923.60 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This cooperative purchasing agreement will provide for heavy equipment preventative maintenance and repair services for two pavers and one milling machine operated by the Department of Public Works. These specialized maintenance and repair needs will be provided by a repair facility that is equipped, licensed, and certified to make repairs on these critical infrastructure assets. The goal is to avert downtime and expensive repair costs from unanticipated equipment failure. This preventive maintenance encompasses the efficient inspection of equipment where potential problems are detected and corrected prior to equipment failure.
The Texas Association of School Boards cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
