BACKGROUND

 

On June 20, 2020, the City Manager received a memorandum signed by three Council members to consider an application for a Street Name change from Locust Avenue between Gladewater Road and Aztec Drive, to “Frank H. Henderson Drive”.

 

On August 10, 2020, the Subdivision Section received a memorandum signed by Council members to proceed with the correction of the street name change to “Frank Henderson Jr. Drive”.

 

On July 30, 2020, notification signs were put up on Locust Avenue between Gladewater Road and Aztec Drive in accordance with Section 51A-9.503(b) of the Dallas Development Code to change the street name to “Frank Henderson Jr. Drive”.

 

On August 3, 2020, notices for Subdivision Review Committee were sent to 49 property owners notifying them of the proposed street name change. The newspaper notice was published on August 3, 2020. On August 20, 2020, Subdivision Review Committee by unanimous vote recommended approval of the Street Name Change.

 

On August 31, 2020, notices for the City Plan Commission Hearing were sent to 49 property owners notifying them of the proposed street name change. The newspaper notice was published on August 31, 2020.  On October 1, 2020, City Plan Commission by unanimous vote recommended approval of the Street Name Change.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 20, 2020, the Subdivision Review Committee by unanimous vote recommended approval of the Street Name Change from Locust Avenue, between Gladewater Road and Aztec Drive to “Frank Henderson Jr. Drive”.

 

On October 1, 2020, the City Plan Commission by unanimous vote recommended approval of the Street Name Change from Locust Avenue, between Gladewater Road and Aztec Drive to “Frank Henderson Jr. Drive”.

 

WAIVERS: The following provisions require a ¾ favorable vote of the City Council to waive the requirement.

 

Section 51A-9.304(a)(5) states “A street name may not contain more than 14 characters providing, however, that the street-type designation may be abbreviated to comply with this requirement.”

 

The proposed street name, “Frank Henderson Jr. Drive” contains 21 characters. The change of Locust Avenue to “Frank Henderson Jr. Drive” does not comply with Section 51A-9.304(a)(5).

 

Section 51A-9.304(c)(2) states “A street name commemorating a person, or a historic site or area is prohibited until at least two years after the death of the person to be honored or the occurrence of the event to be commemorated.” staff notes the following:

 

The change of Locust Avenue, between Gladewater Road and Aztec Drive to “Frank Henderson Jr. Drive” does not comply with this provision as he is not deceased.

 

Historic street name is defined as a street name that commemorates:

 

     “(A) a person who significantly contributed to the cultural, economic, social, religious, or political heritage of the city;

 

      (B) a site or area where there occurred historic events which significantly contributed to the cultural, economic, social, religious, or political heritage of the city; or the occurrence of the event to be commemorated.”

 

See the City Council memorandum to the City Manager outlining the many contributions Pastor Frank Henderson has done for the community that projects a positive image for the City of Dallas.

 

The approval of this request will make “Frank Henderson Jr. Drive” a historic street name.

 

FISCAL INFORMATION

 

This action has no cost consideration to the City. Potential future cost to the City is estimated at $3,000.00; new street blades to be prepared and paid for by the City.
