BACKGROUND
This item authorizes an Interlocal Agreement with Dallas County (“County”) to provide funding for COVID-19 supportive housing at 8102 Lyndon B. Johnson Freeway, Dallas, TX 75251 for the housing of persons experiencing homelessness related to the COVID-19 pandemic. The City and Dallas County will utilize shared funding to allow SJI Park Central LLC, a wholly owned subsidiary of St Jude Inc. (“St. Jude”) to acquire and provide supportive housing and service operations at the property. Dallas County has allocated $10,000,000.00 towards this project at the October 20, 2020 meeting of the Commissioners Court.
The Interlocal Agreement would authorize the City of Dallas to contribute $2,000,000 of the US Department of the Treasury - Coronavirus Relief Funds to secure the ability of the City to use 180 units for supportive housing, to be utilized by the City and the County, to assist with the needs of the homeless community during COVID-19.
The use of the property will further be restricted for 15 years to housing for low-income residents, to be utilized by the City and the County. St. Jude intends to serve as both property and program manager, providing such services with either its own staff or arranging services to be provided by Catholic Charities of Dallas or other third-party service providers.
The successful model operated by Catholic Charities of Dallas at the St. Jude Center senior homeless transitional housing project located at 2920 Forest Lane, Dallas, TX 75234 has been identified as the blueprint for long term supportive services and housing for this property.
St. Jude intends to apply for up to $3,000,000.00 in additional funding from the City for renovations of the units. Additionally, the City anticipates that up to 180 units will be made available for use by the City for supportive housing in the future as a result of this partnership.
Cost must be incurred, and the property must be acquired and put to use placed in service for COVID-19 supportive housing by December 30, 2020.

The Housing and Homeless Solutions Committee was briefed on the Interlocal Agreement between the City of Dallas and Dallas County for COVID-19 and Supportive Housing on October 26, 2020.
