BACKGROUND

 

Due to the ongoing COVID-19 crisis, the City of Dallas will continue to provide nutritious meals to homeless guests that are currently sheltered at the Dallas Love Field Inn.  Additional funding is needed to provide these meals services.

 

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

 

This item allows for the emergency ratification to extend for and add funding to the emergency service price agreement with The Visiting Nurse Association of  Texas (VNA Texas) to continue meal services to individuals sheltered by the City of Dallas in response to COVID-19.  These services were procured utilizing emergency procurement guidelines which allow for the procurement of goods and services where routine bidding requirements cannot be followed.  Emergency procurements are exempt from competitive bidding under the City Charter and State Law.

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 22, 2020, City Council authorized the establishment and administration of the City of Dallas SBCF Program by Resolution No. 20-0646.

 

City Council was briefed on the proposed uses of Coronavirus Aid, Relief and Economic Security Act, Coronavirus Relief Funds to facilitate assistance to eligible communities and households economically impacted by COVID-19 on June 17, 200220.

 

On June 24, 2020, City Council authorized an emergency service price agreement with Visiting Nurse Association of Texas to provide nutritious meals to individuals sheltered by the City of Dallas in response to COVID-19 for the Office of Homeless Solutions by Resolution No. 20-0998.

 

The Ad Hoc Committee on COVID-19 Recovery and Assistance will be briefed on November 5, 2020.
