BACKGROUND

 

Pursuant to City Council Rules of Procedure Section 6.2(a), Councilmember Bazaldua submitted a five-signature memorandum requesting that the Mayor refer the following item to a City Council committee:  A resolution amending Section 6.2, “Presentations by Members of Council,” of the City Council Rules of Procedure.

 

City Council amended its rules of procedure on October 8, 2019, to require that the Mayor refer to a City Council committee any item requested by five councilmembers on an approved five-signature memorandum form which includes, if applicable, a draft resolution or ordinance. 

 

The proposed resolution amends Section 6.2, “Presentations by Members of Council,” of the City Council Rules of Procedure to return to the rules in place before October 8, 2019, that required the Mayor to place a five-signature memorandum item directly on a City Council agenda.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On October 8, 2019, City Council approved Resolution No. 19-1606 to amend the City Council Rules of Procedure.

 

On October 26, 2020, the Government Performance and Financial Management Committee (GPFM Committee) was briefed on the item and, in accordance with Section 6.2(f)(2) of the City Council Rules of Procedure, recommended that the item be approved (4/3 vote).
