BACKGROUND

 

This action will authorize the construction services contracts with two firms to provide job order contracting services for repairs, alterations, renovations, remediation, and construction at Dallas Airport System facilities.

 

Job order contracting is an alternative contracting method that provides an option to address construction, repair, rehabilitation, and alterations at City owned buildings pursuant to Texas Local Government Code Chapter 2269.  These contracts were competitively bid with indefinite delivery and indefinite quantities.

 

This action does not encumber funds. The purpose of a job order services contract is to establish firm pricing for the above-mentioned services, for a specified term, which are ordered on an as-needed basis.

 

On March 4, 11, and 18, 2020, the request for proposals for job order contracting services was advertised in accordance with City of Dallas purchasing guidelines. On April 6, 2020, twenty-three proposals were received by the Office of Procurement Services.  The Proposal Evaluation Committee was comprised of staff from the Aviation, Convention and Event Services, and Office of Bond and Construction Management Departments.  The Proposal Evaluation Committee evaluated and ranked all proposals according to evaluation criteria published with the project specifications:

                     10% Contractor’s Current Contracts

                       3% Litigation

                     20% Contractor Coefficients

                     15% Business Inclusion and Development

 

Gilbert May, Inc. dba Philips/May Corporation and Brown & Root Industrial Services LLC were selected by an evaluation committee as the most advantageous proposers to the City, in accordance with the City of Dallas procurement guidelines.

Final distribution of funds among the selected proposers will be subject to the respective job scope assignments.

 

This action does not encumber funding for the services. Upon approval of a job order, the funds for services are to be encumbered from operating funds from the department receiving services.
