BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations.

 

This cooperative purchasing agreement will provide for the integration, hosting, and ongoing technical and maintenance support for an email and digital subscription management solution. This solution is an e-mail and alert subscription management solution that provides access to information by proactively delivering new information through e-mail and wireless alerts. This service will be part of the City's continuous commitment to offer residents, business owners, and stakeholders, services that make government more accessible and responsive.

 

This fully automated, on-demand public communication solution provides residents with the ability to receive information from the City via email or text through a subscription server that will be accessible through links on the City's website. Once a new user establishes an account and provides their email address or phone number, they simply check those items that they are interested in receiving. It will allow the City to grow and manage a distribution network which can notify users directly about City events and services, such as crime watch groups, curfew changes, COVID-19 related updates, and outreach programs.

 

The Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On November 9, 2009, City Council authorized a three-year service contract for application hosting services, integration support, training and ongoing technical support of an electronic information notification system with GovDelivery, Inc. by Resolution No. 09-2747.

 

On October 25, 2017, City Council authorized a two-year service contract for application hosting services, integration support, training, and ongoing technical support of a public electronic information notification system with Carahsoft Technology Corp. through the Department of Information Resources by Resolution No. 17-1660.
