Authorize a professional services contract with CDM Smith, Inc. to provide engineering services for the Water Delivery supervisory control and data acquisition and Meandering Way High Improvements - Not to exceed $2,530,000.00 - Financing: Water Construction Fund

BACKGROUND
The City of Dallas Water Utilities (DWU) provides drinking water and fire flow protection to approximately 2.4 million people in the City of Dallas and 23 customer cities. DWU’s water delivery system consists of 22 pump stations, 21 storage tanks, 18 pressure planes, and over 5,000 miles of pipeline infrastructure. A supervisory control and data acquisition (SCADA) system is used to operate and control the delivery of water.
This action will authorize an engineering services contract for the evaluation, preliminary design, development of construction plans and specifications, construction phase services, and start-up assistance for SCADA system and Meandering Way High pressure plane improvements. The existing SCADA system “top end” was originally installed in 2012, and has reached the end-of-support and is operating with expired warranties. Existing SCADA hardware and operating software will be evaluated and upgraded to support City of Dallas adopted technology frameworks and standards, to comply with Department of Homeland Security guidelines and recommendations, and to have flexibility to expand for future needs.
The Meandering Way High pressure plane is serviced by three pump stations (Meandering Way, Cosa Crest, and Parkway) and a single elevated tank (Highland Tank). Due to growth in the area, some parts of the Meandering Way High pressure plane experience lower water pressure and improvements have been recommended through a recent comprehensive system assessment. The engineer will confirm the preferred improvement strategy and design long-term improvements.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.
