BACKGROUND

Harlandale Avenue from East Ohio Avenue to East Illinois Avenue was requested by property owner petition, accepted on August 3, 2016. South Ewing Avenue from Sleeth Street to East Ann Arbor Avenue was requested by property owner petition, accepted on June 16, 2017. These streets are included in the 2017 Bond Program under the category of Public/Private Partnership.

On January 9, 2019, City Council authorized a professional services contract with CP&Y, Inc. for the engineering design of Street Petition Group 17-4003, by Resolution No. 19-0079.

This action will allow the public hearing to be held and will authorize the levying of assessments and the contract for construction with Estrada Concrete Company, LLC. The improvements will consist of constructing 26-foot wide concrete pavement with curb, sidewalk, drive approach and drainage system improvements.

The paving assessment process requires the following three steps:

1. Authorize paving improvements
2. Authorize a benefit assessment hearing
3. Benefit assessment hearing, ordinance levying assessments and authorize contract for construction
