BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This cooperative purchasing agreement will allow for the purchase of subscription services for a place-based data and mapping solution for the Department of Information and Technology Services. This solution provides centralized reference and mapping services that will allow users access to information about the City of Dallas without the need for specialized Geographic Information Systems training. The solution allows additional data services, enterprise internal customization, map widgets and custom multi-indicator info-bubbles access through map widgets for business planning and workflow efficiency analysis. 

 

This is a City-wide initiative through the Department of Planning and Urban Design. Users operating this solution can easily access location-specific information that provides users the tools and information necessary to answer location-specific questions about the City as they relate to demographics, real estate, jobs, health, and other topics.

 

Key benefits of this solution include:

 

                     Data Access - provides access to an up-to-date library of over 37,000 indicators with data from more than 150 authoritative public and proprietary (licensed) sources. Provides integration with City of Dallas generated data such as 311 calls, restaurant inspection scores, the City Zoning layers, and other data.

 

                     Ease of Use - provides intuitive, web-based mapping and reporting with integrated support, training videos, and tutorials. The service is available to all City of Dallas employees through their City of Dallas email address.

 

                     Tables and Reporting - allows the end-user to view mapped data as a report or as bar graphs and charts to compare multiple geographies. The mapping tool can be used to select and report using multiple criteria.

 

                     Public Access - in addition to an employee-view, this solution allows the City to publish public-friendly web-maps highlighting a narrow set of data items based on a theme. One example of this type of use is the “Map My Neighborhood” widget housed on the Planning & Urban Design website that is used to empower neighborhood organizations and citizens. The Local Government Purchasing Cooperative (BuyBoard) agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
