BACKGROUND
The Cultural Organizations Program (COP) provides funding for cultural services with established Dallas-based non-profit cultural organizations to support an array of programs that include concerts, plays, exhibitions, performances, workshops, and other cultural services, including virtual cultural services, over a twelve-month period. In October 2020, City Council approved contracts with 34 organizations through COP; these partners typically serve over 4 million audience members annually.
In October 2020, City Council approved expenditures of Coronavirus Relief Funds to improve and equip City-owned cultural venues for necessary costs due to COVID-19, including approximately $1 million for City-owned, partner-managed cultural facilities.
In order to continue advancing the Dallas Cultural Plan 2018 priorities of Equity and a Sustainable Arts Ecosystem, and to enable operation during the COVID-19 pandemic in accordance with their obligations to provide cultural services under the FY 2020-21 Cultural Organizations Program (COP) contracts, additional funding has been identified for thirteen COP organizations that manage and/or operate their own cultural venues across Dallas.
These 13 contracts are for City Council consideration in order to expedite expenditure of the funds in accordance with Federal guidelines for acquisition and distribution of medical and protective supplies, capital expenditures (i.e. COVID-related facility improvements such as touchless toilets, sinks, paper towel dispensers, Heating, Ventilation, and Air Conditioning system updates etc.), training, social distancing equipment, and related expenses. The expenditure of the funds is based on CRF eligibility beginning March 1, 2020 and must be expended no later than December 30, 2020.
Recommended allocations to COP organizations were based on 25% of the FY 2020-2021 COP contract award, or $50,000.00 for cultural venues with a footprint of over 50,000 square feet or more. The organizations then submitted budgets to Office of Art and Culture for qualified expenses to ensure ability to spend by the December 30, 2020 deadline for CARES funding.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 22, 2020, City Council authorized the acceptance of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Coronavirus Relief Funds (CRF) to aid the COVID-19 response throughout the City by Resolution No. 20-0644.
City Council was briefed on Budget Workshop: Update on COVID-19, FY20 & Upcoming Biennial Budgets on June 17, 2020.
On September 23, 2020, City Council authorized contracts to non-profit cultural organizations that hold agreements to manage or operate City-owned cultural venues for reimbursement of expenses for medical and protective supplies related to ensuring public health during COVID-19, by Resolution No. 20-1429.
The Arts and Culture Advisory Commission was briefed on CARES funding for COP partners on November 19, 2020.
