Authorize an Interlocal Agreement between the City of Dallas and the City of Irving for sharing of radio communications sites - Financing: No cost consideration to the City

BACKGROUND
This request for an Interlocal Agreement with the City of Irving is necessary for the completion of the Project 25 Radio System project and will allow the City of Dallas and City of Irving to share resources at two radio communications sites that both agencies can share while providing radio coverage for the Cypress Waters area just north of Irving.
Irving will allow the City of Dallas to share its radio shelter at the Civic Center site and provide space on the tower at no charge to the City. Irving is also providing a new radio tower to house both sets of antennas. The City of Irving will allow the City of Dallas (Project 25) to utilize land at a water tower, which will provide excellent coverage to the Cypress Waters area. In summary, Irving will provide the tower and the City will provide the shelter for both agencies to share. This radio tower will be utilized by City of Dallas Public Safety departments in the Cypress Waters area.
Furthermore, sharing resources allows improved interoperability between both radio systems with makes first responders and members of the public safer when both agencies are working together.

On December 12, 2012, City Council authorized an Interlocal Agreement with Dallas County for the participation in the design and implementation of a new P25 compliant trunk radio system by Resolution No. 12-3046.
