Authorize an emergency construction services contract with Schneider Electric Buildings Americas, Inc. for the City Hall Data Center Power Distribution Units Upgrade located at 1500 Marilla Street - Not to exceed $454,126.00 - Financing: U.S. Department of Treasury - Coronavirus Relief Funds

BACKGROUND
As part of the City Hall Electrical Upgrade, a project in the 2017 Bond Program, a partial power interruption was scheduled where the Critical Infrastructure load was transferred from the old Uninterruptible Power Supply (UPS) to the newly installed UPS. During this process, some of the infrastructure in the Data Center was affected. As a result, staff assessed the malfunction and it was determined that the existing Power Distribution Units (PDUs) do not have enough capacity to safely support the load transfer during the proposed second partial power interruption; the City’s existing PDUs were running at higher capacity. The Data Center houses the City’s information technology services (ITS) infrastructure and servers critical to all City operations, including Public Safety. With increased loads being added due to COVID-19 related needs, two additional PDUs and two electrical panels will need to be purchased and installed to safely support the load transfer during the second partial power interruption. Schneider Electric Buildings Americas, Inc. was selected following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines.
This action will authorize a construction services contract with Schneider Electric Buildings Americas, Inc. for the City Hall Data Center PDUs Upgrade. The scope of services under this contract will include the installation of two PDUs and two electrical panels in the Data Center.
Deferral of this item would delay the project’s start and completion date, which will continue to retain the City’s ITS infrastructure in a vulnerable state. The data center houses the City’s ITS infrastructure and servers critical to all City operations, including Public Safety.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 22, 2020, City Council authorized the acceptance of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) Coronavirus Relief Funds to aid the Coronavirus Disease 2019 (COVID-19) response throughout the city by Resolution No. 20-0644.
City Council was briefed on the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funds to facilitate assistance to eligible communities and households economically impacted by COVID-19 on June 17, 2020.
